Romilla Batra, MD, MBA

Romilla Batra, MD, MBA is Senior Vice President and Chief Medical Officer at Premera Blue Cross. In this role, she leads Premera’s Clinical Strategy and Solutions team and oversees the development of the company’s clinical strategy to support Premera’s vision of making healthcare work better. Batra also partners across the enterprise to enhance the provider experience with Premera.

Prior to joining Premera, Batra spent more than 12 years at SCAN Health Plan, a national not-for-profit Medicare Advantage plan based in California. She spent nearly nine years there as Chief Medical Officer where she was accountable for SCAN’s overall clinical strategy and operations to improve overall member experience and clinical outcomes. She provided oversight for value-based programs, clinical teams, pharmacy programs, Stars initiatives, community-based efforts, and SCAN’s provider performance improvement strategy.

Previously, Batra ran primary care clinics at University of California Irvine and Indiana University. She is an internist by training and continues to volunteer and teach in the medical and business schools at University of California Irvine.

Batra serves on the Board of Advisors for the Center of Health Care Management and Health Policy at the Paul Merage School of Business at the University of California Irvine. She also is active with the American Heart Association, including serving as the 2023 Chair of the Los Angeles Go Red for Women movement.

She holds a Doctor of Medicine degree from UCLA and a Master of Business Administration from the Paul Merage School of Business at the University of California Irvine.

Donna Laliberte O’Shea, MD, MBA, CPE

Dr. Donna O’Shea is the chief medical officer of population health management for  UnitedHealthcare, the nation’s largest health care company. Dr. O’Shea provides company-wide  leadership to design and implement clinical quality and affordability strategies to better serve the  health care needs of individuals, employers and Medicare and Medicaid beneficiaries.

Since joining UnitedHealthcare in 2013, she has helped build and expand hundreds of Accountable Care Organizations with health care providers and facilities nationwide to support  the delivery of efficient, evidence-based care. She also collaborates with health care provider  groups across the country to increase the use of technology to connect patients to medical  services, including for primary care, chronic disease management and same-day visits. In  addition, she leads HEDIS quality member-focused programs and manages Health Homes, a  coordinated care management program for Medicaid beneficiaries.

Dr. O’Shea is a board certified OB-GYN and reproductive endocrinologist. She graduated from  the University of Rochester School of Medicine, completed her residency training at the  University of Iowa Hospitals and Clinics and fellowship training at Washington University in St.  Louis. She holds a master’s in business administration from the Isenberg School of Management  at the University of Massachusetts, is a fellow in the American College of OB-GYN and a  Certified Physician Executive through the Certifying Commission in Medical Management.

Rachel Winokur

Rachel Winokur is the co-founder and CEO of TailorCare, a risk-based care navigation and health management company that provides deeply personal, data-driven support and clinical access to patients living with joint, back, and muscle pain.

Prior to founding TailorCare, Rachel launched Bright Health Group, a value-based healthcare company committed to managing population risk. She served as Chief Business Officer of Bright before serving as the CEO of NeueHealth, the risk-based primary care delivery, provider enablement, and network management company she created within Bright. Rachel built her career in executive and leadership roles at Aetna, where she helped start the health plan’s population health management division, The Carlyle Group, as a healthcare investor, and at Datascope, a public medical device company she helped take private.  Rachel has previously held positions at Bertelsmann and Goldman Sachs.

Rachel currently sits on the boards of Maven, Eleanor Health, ERC/Pathlight, and TailorCare, and is an advisor to Declaration Partners, Primetime Partners, and Valtruis. She holds an MBA from Stanford University’s Graduate School of Business and a Bachelor of Science in Engineering with honors in both biomedical and electrical engineering from Duke University, where she was a National Science Foundation Fellow.
