Emily Allred is a Sr. Director of Large Group Pricing & Financial Analytics at Blue Shield of California, based out of the San Diego, CA area. She has sixteen years of healthcare experience, with positions in traditional pricing, modeling/analytics, and consulting. Currently, Emily manages a team of actuaries, financial analysts, and programmers dedicated to producing accurate and competitive premiums for the CA employer group market. Emily is a Fellow of the Society of Actuaries. She graduated from Texas State University with a Master of Business Administration and a Bachelor of Science in Mathematics.

Ratnik Gandhi

Dr. Ratnik Gandhi is the Senior Director of AI at Florida Blue, where he leads the vision, strategy, and execution of enterprise-wide AI initiatives. His work spans large language models, predictive analytics, responsible AI governance, and operational AI platforms that enable smarter decision-making across the organization. With over two decades of experience across healthcare, technology, and consulting, he is known for transforming emerging AI capabilities into scalable solutions that deliver real-world impact.

Holding a Ph.D. in Computer Science, Dr. Gandhi is a published researcher and an active contributor to the AI community. He shares his expertise through public speaking, teaching, and mentoring, and is passionate about advancing ethical and scalable AI solutions in healthcare and beyond.

Romilla Batra, MD, MBA

Romilla Batra, MD, MBA is Senior Vice President and Chief Medical Officer at Premera Blue Cross. In this role, she leads Premera’s Clinical Strategy and Solutions team and oversees the development of the company’s clinical strategy to support Premera’s vision of making healthcare work better.  Batra also partners across the enterprise to enhance the provider experience with Premera.

Prior to joining Premera, Batra spent more than 12 years at SCAN Health Plan, a national not-for-profit Medicare Advantage plan based in California. She spent nearly nine years there as Chief Medical Officer where she was accountable for SCAN’s overall clinical strategy and operations to improve overall member experience and clinical outcomes. She provided oversight for value-based programs, clinical teams, pharmacy programs, Stars initiatives, community-based efforts, and SCAN’s provider performance improvement strategy.

Previously,  Batra ran primary care clinics at University of California Irvine and Indiana University.  She is an internist by training and continues to volunteer and teach in the medical and business schools at University of California Irvine.

Batra serves on the Board of Advisors for the Center of Health Care Management and Health Policy at the Paul Merage School of Business at the University of California Irvine. She also is active with the American Heart Association, including serving as the 2023 Chair of the Los Angeles Go Red for Women movement.

She holds a Doctor of Medicine degree from UCLA and a Master of Business Administration from the Paul Merage School of Business at the University of California Irvine.

Dean Noble-Tolla, PhD

Dean Noble-Tolla is the Chief Product & Analytics Officer at Prealize Health where he oversees the development of the most advanced AI model in healthcare. Over the past 15 years, he has worked with health plans and healthcare providers to translate complex data into transformative strategies, scalable technologies, and measurable growth. His expertise in data science and healthcare analytics has fueled the creation of predictive models, data pipelines, and robust analytics across a wide range of organizations including regional, Blues, and national health plans. This breadth of experience has granted him a rare, comprehensive perspective on the intricacies of how data drives care and business models throughout the U.S. healthcare system.

At Prealize Health, Dean spearheaded the launch of a groundbreaking AI foundation model that not only identifies who is rising in risk but also predicts when that risk will occur and pinpoints the clinical drivers behind it. His prior work includes building predictive solutions that uncovered millions in annual medical waste, automated care authorization, optimized wound care triage, and enabled proactive palliative care referrals. Before transitioning into healthcare, he conducted research in aging, life expectancy, systems biology, and synthetic biology. He holds a B.S. in Mathematics from the University of Georgia and a Ph.D. in Biomedical Engineering from the University of California, Davis.
