How Payers Are Rethinking Value-Based, Chronic Disease Management

Ellen Beckjord, PhD, MPH

Dr. Beckjord oversees Population Health for UPMC Health Plan and its 3.5 million members. She is an Adjunct Professor at Carnegie Mellon University’s Heinz College of Information Systems and Public Policy where she teaches Population Health Management. She is currently serving as Program Chair for the 2022 annual meeting of the Society of Behavioral Medicine.

Dr. Beckjord is a behavioral scientist and epidemiologist working at the intersection of population and digital health. Her work is focused on the use of digital tools in clinical operations to achieve efficiency and impact in population health management. She has extensive experience in applying just-in-time adaptive intervention methodology to the development of real-time behavior change and population-level interventions.

Dr. Beckjord is a national thought leader in population health management, behavioral medicine, and digital health and is a highly sought after speaker. She has worked in government, clinical, consulting, and academic settings and is a highly collaborative, data-driven, enthusiastic leader who appreciates opportunities to solve complex problems in health care. Her guiding principle is: Lead with Love.

Kenneth Snow, MD

Director, CVS Health

Dr. Snow’s focus is on the advancement of the CVS Health clinical strategy to improve the health of our customers and the quality of care they receive. He also serves as Medical Director for Healthagen Outcomes overseeing projects for external clients with attention to analytical results and clinical conclusions.

Dr. Snow serves as the lead for the endocrinology and gastroenterology condition analysis team and as a thought leader around diabetes care and chronic disease management. Previously, Dr. Snow served as a medical director for care management in New England. Prior to joining Aetna in January of 2014, Dr. Snow was Chief Medical Officer for NeuroMetrix, a medical device company involved in the diagnosis and treatment of diabetic neuropathy.

Previously, Dr. Snow was on the staff of the Joslin Diabetes Center in Boston for 19 years including 5 years as Chief of the Adult Diabetes Section. In addition, he was an Assistant Professor of Clinical Medicine at Harvard Medical School.

Dr. Snow attended MIT and Johns Hopkins School of Medicine. He did his internship and residency in Internal Medicine at Northwestern Memorial Hospitals in Chicago and his fellowship in Endocrinology at the New England Medical Center Hospitals in Boston. He received his MBA from the University of Massachusetts.

Tere Keonig, MD

Executive Vice President and Chief Medical Officer, Medical Mutual

Dr. Keonig is responsible for overseeing all clinical aspects of the Company’s Care Management, Credentialing, Quality Improvement and Medical Policy functions.

She is also responsible for the Company’s Health Informatics department, which analyzes data to support customers who have a vital need to better understand and manage their healthcare programs.

She joined Medical Mutual in 2015 as Senior Medical Officer of Government Programs responsible for strategic and clinical leadership for Medicare Advantage and ACA Exchange products and other designated business segments.

Before joining Medical Mutual, Dr. Koenig worked for The Camden Group, one of the largest healthcare business advisory firms in the nation, where she served as Senior Vice President and Chief Medical Officer. She held those same titles until 2011 with SummaCare and Apex, the insurance and third-party administrator arm of Summa Health System. Her duties included oversight of clinical operations, medical economics, risk-value contracting, integrated delivery system infrastructure and clinical-policy development.

Dr. Koenig was also a practicing physician, an Associate Program Director and faculty member of the Internal Medicine Residency Program at Akron City Hospital. While at SummaCare, she served as Medical Director for Ohio Health Choice.

She is board-certified in internal medicine with added qualifications in geriatric medicine. She is a fellow of the American College of Physicians, has advanced standing status with the American Association of Physician Leadership and is a diplomat of the American Board of Quality Assurance and Utilization Review Physicians.

Dr. Koenig received her Doctor of Medicine degree from The Ohio State University College of Medicine and her Master Business Administration in healthcare from the joint Baldwin Wallace/Northeast Ohio Medical University in Berea.

She has authored several articles and papers on healthcare issues for national industry publications. Honors resulting from her community service include a Women of Professional Excellence Award in 2007 from the YWCA Summit County, an Outstanding Community Service Award in 2007 from Akron Summit Community Action, Inc., and a Northern Ohio Live Rainmaker Award in 2003.

Caroline Carney, MD, MSc, FAMP, CPHQ

Chief Medical Officer,
Magellan Health

Dr. Caroline Carney is a board-certified internist and a board-certified psychiatrist. She joined Magellan Health in 2016 and serves as Magellan Health’s Chief Medical Officer, while continuing as chief medical officer for Magellan Rx Management. Her previous experience includes the role of SVP and Chief Medical Officer of Magellan Behavioral Health and Magellan Specialty Health.

She served as the chief medical officer for regional health plans where she gained experience in Medicaid, Medicare, Exchange, and commercial populations. She has served as the medical director for the Indiana Office of Medicaid Policy and Planning, helping to launch the Medicaid expansion product as well as the behavioral health transformation for the state’s community mental health services.

While in Indiana, she served on the Governor’s Mental Health Commission. She is a frequent speaker about behavioral health services, integrated and collaborative care, and the importance of self-care during the pandemic.

Dr. Carney is a published author and co-author for over 100 peer and non-peer reviewed publications focusing on issues surrounding comorbid medical and behavioral health conditions. She was a tenured associate professor of Internal Medicine and Psychiatry at Indiana University.

She started her medical and academic career at the University of Iowa where she earned her medical degree, as well as a master’s degree, and directed the Med-Psych residency program. She continues to engage in regular clinical work through supporting the behavioral health team at a federally qualified health center.

Jonah Mink, MD

Jonah completed his residency training in Family Medicine and Community Health at the University of Pennsylvania and works as a family doctor in the US and Israel. He cares deeply about health equity and social justice and has expertise in new models of technology and relationship-based care delivery that address access gaps and improve care quality. He is passionate about new models of primary care that prioritize the right things for the patient and the doctor.
